The Committee on Judiciary moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

Eng. House Bill 4664—A Bill to amend and reenact §17C-5-2 and §17C-5-2a of the Code of West Virginia, 1931, as amended, all relating to offenses involving driving while under the influence of alcohol, controlled substances, or drugs; providing that certain offenses involving driving under the influence take place only when the operator is upon a public highway or private road; clarifying which offenses constitute prior convictions for the purposes of subsequent offense penalties; and amending the definition of the phrase “in this state” as that phrase relates to certain offenses involving driving while under the influence.
